ODOT officials aren't concerned with thriftiness

In the Nov. 23 editorial concerning the Inner Belt Bridge project, it was noted that "ODOT officials insist that they are committed to this project -- so much so that the agency offered to pay $4.5 million for a privately owned vacant building that it had appraised at $400,000 and that just sold at sheriff's auction for $66,667."
What are these public officials thinking? I know it is always easy to spend someone else's (taxpayers') money, but offering to pay nearly 68 times more than something is worth (based on the recent sale) is insane. Does anyone in government understand what fiscal responsibility means?
It would be interesting to see whether there is any connection between the building owners and any state government officials. After all, based on the ongoing FBI investigations in our area, corruption seems to be our middle name.
